I failed to reproduce this, but can guess what happened. I’ll try again today (sigh!)

Did this get fixed? It seems to me that being able to combine a read-only EUPS stack with a developer stack would be quite handy.
I don’t know if the current version of EUPS corrects this issue, but I confirm that I’m still interested in finding a solution to this problem.
I checked again using current master version of EUPS cloned from github. The issue is still there:
$ eups --version

$ echo $EUPS_PATH

$ eups path
/home/fabio/myeupspackages

$ eups distrib install -t v12_1 obs_subaru

eups distrib: You don't have permission to assign a global tag b2307 in /cvmfs/lsst.in2p3.fr/software/linux-x86_64/lsst-v12.1/ups_db
